Get a second venue: Business Empire, permits and acquisition checks
Progress Business Empire to the first Tier 1 Business Permit, then reach an eligible venue and inspect its acquisition screen. A venue level is not a permit, and a permit does not unlock a district or supply operating cash.
Neoseeker reports the first permit path through Agent Teleshko and Brooke Hazard. Use the active journal objective to follow that chain; do not buy a supposed permit from a vendor.

Identify the blocked layer
- No expansion quest: finish the opening restaurant introduction and check the journal and Teleshko conversations. Neoseeker describes Ava’s introduction on Day 4 or later, not a promise for every save at one exact minute.
- Quest in progress: follow the Teleshko → Brooke → Teleshko → Brooke objectives until the permit is awarded.
- Permit held: inspect its tier and the venue’s live acquisition requirements.
- Venue inaccessible: resolve district access separately.
- Cannot acquire: check availability, required permit and the displayed upfront cost.
Compare a reachable venue with the cash you have
The guides identify Boat Hangar, Sake Bar, YakiTori and Yummy Canteen as first-expansion candidates. Reachability and affordable operation matter as much as the name.
Competitors expose different cost fields: Neoseeker separates equipment value and daily rent, while nivalishelp warns that its static venue cost is not necessarily daily rent. Read the actual acquisition screen; we do not publish their conflicting values as a verified rent table.
Acquisition is not a running business
After acquiring the venue, confirm it appears among your businesses and inspect its own setup objectives. Choose a producible menu, equipment, storage and staff coverage. Apply Update 4 supply targets and budget to this venue individually.
Keep Ramen Noir supplied while setting up the new venue. A cash buffer is our planning advice, not an unlock requirement. If acquisition still fails after the displayed requirements are met, record the build, journal stage, permit and acquisition screen; avoid cancelling another rental merely as a test.
