Venue levels, capacity and tiers: what actually unlocks

The short answer

Check the level and next requirement on the monitor for the venue you are running. A venue level governs that business’s progression; a permit authorizes expansion, while a business skill and a venue tier are different labels. Do not use one as a substitute for another.

Neoseeker reports Ramen Noir reaching Level 2 after 10 meals and Level 3 after 50, with later levels also requiring reviews. These are Ramen Noir observations, not a universal progression table for every venue.

This distinction matters when a new site has a higher-tier requirement while your existing restaurant is already Level 3. Levelling the restaurant does not automatically award the missing permit, unlock the destination or supply the purchase money. Resolve the exact requirement displayed on the blocked screen.

The guide describes additional table, menu and staffing room at Level 2, and the Manager role at Level 3. Use the current monitor for the exact limits in your save: sources expose inconsistent capacity fields, so this page does not combine them into a city-wide capacity formula.

Keep the bar operating while completing Noodle Bar Expansion. A served-meal objective and a later review requirement are not the same counter. An unlocked recipe also needs ingredients and equipment before it can produce an order.

Find why a level is not advancing

  1. Select the correct venue and read its current level, next requirement and review figure.
  2. If the requirement counts meals, observe a meal actually prepared and served. Customers entering the building are not evidence that the meal counter increased.
  3. If service stops, expand a red recipe icon, then check supplies, kitchen equipment and role coverage.
  4. If the requirement includes reviews, distinguish lack of meals from poor service, cleanliness or customers leaving without ordering.
  5. Compare the same monitor after a normal service period rather than buying furniture merely to force a level.

Use a new limit without creating another bottleneck

An extra table can add demand without adding food production, storage or staff coverage. Before filling every unlocked slot, trace one order through the venue: recipe requirements, replenishment, kitchen work and delivery to the guest. If the first break is food availability, more seating does not remove it.

After a level-up, review your menu slots and any new recipe, then check the supply target and the daily budget. Unlocking more menu choices can introduce ingredients that the venue did not previously need.

Success is that the displayed progression requirement is met and the new capacity supports actual service. If a current-build monitor does not match the reported Ramen milestone, keep the screen’s level, count and requirement together for a report instead of treating the table as a command to overwrite a save.
