Fast travel locked: first visits, district access and curfew
Read the selected destination’s actual lock or access message before changing anything else. The guides distinguish first discovery, achievement-point requirements, quest access and curfew. Those are different reasons that a map destination can be unavailable.
If the area has not been visited, use an available taxi, train or boat route first. If curfew is active, use a nearby shelter rather than treating the blocked fast travel as proof that the district is permanently locked.

Different published guides give conflicting numeric district thresholds. This page uses the current game’s message rather than combining those lists into a purported exact all-district table. Likewise, a reachable district can contain a tier-locked vendor; that is a separate restriction.
Use normal transport for the discovery step
- Open the city map; M is the commonly documented PC map control, subject to your bindings.
- Select the actual district and inspect its current access text.
- If the missing condition is discovery, identify a taxi, train or water connection you can already use.
- Read the transport destination rather than assuming every taxi has an identical route list.
- Reach the district normally and inspect the map’s destination options again.
- If a different requirement remains, follow that new message rather than repeating the same trip.
The developer FAQ distinguishes steerable boats from taxis you ride. You do not need to find a taxi-driving control to discover a district. The available connection and destination are the relevant checks.
Keep quest access separate from business expansion
The fast-travel guide discusses the Tourist Visa/Kai Galosh exploration thread as a quest-access example. Follow the named journal instructions if that is the restriction in your save; this page does not substitute an invented dialogue sequence for the complete quest.
For a second restaurant, separate getting to the area from acquiring the venue. A Business Permit can be required for acquisition after arrival, while the map has its own discovery/access conditions. Use the venue acquisition guide for that later layer.
If you can walk around the district but cannot shop with one NPC, inspect Trading. If you can shop but cannot rent a venue, inspect its permit and acquisition screen. These symptoms should not all be described as fast-travel bugs.
Choose the apartment, not just the Lowtown street
Map destinations can include choices within a district. For the starter home, select Lowtown and inspect its apartment destination rather than choosing only the generic district arrival.

The apartment route provides the specific address and fallback approach. Selecting the right district is not always the final navigation step.
Verify the restriction was resolved
Success is the destination becoming selectable and the trip arriving where intended. If it stays locked, keep the exact message, current points, discovery state, active quest and clock together. A screenshot of the city name without the requirement cannot identify the missing layer.
Do not restart a save or buy unrelated permits to test a generic travel theory. Use the narrow missing requirement first; if the shown condition is met but the action still fails, document that specific current-build mismatch.
