Vendor tiers and Trading: resolve the barter-skill lock
If a vendor says your barter skill is too low, inspect your Trading rank and that vendor’s tier. Neoseeker reports tier C requiring Haggler, tier B requiring Hustler and tier A requiring Tycoon. This is a seller restriction, separate from reaching the district.
For the plant quest, Central Canyon’s Andrea Monroe is a reported Tycoon seller. Claire Volaince in Eastern Residential provides a plant-shopping alternative, so you need not assume the quest requires grinding that one vendor first.

The guide calls Trading the skill referred to as barter in the vendor message. A location can be open while a particular vendor remains locked. Increasing a venue’s level or acquiring a Business Permit is not the same action as improving this skill.
Read the actual vendor message and player skill screen together. If an item is unavailable because the seller has no stock, that is a different branch; if you cannot enter the district, solve the access requirement first.

These are selected examples, not an exhaustive vendor database. Match the item and store type at the alternative; do not infer that every shop has identical current quantities or all special equipment.
Improve Trading through purchases you already need
The Shops guide attributes skill progress to personal vendor transactions, both purchases and sales, and says Manager purchases do not count. Use that distinction when investigating why a busy restaurant is not raising the player’s barter rank.
- Record your current Trading level/rank.
- Make an ordinary personal purchase or sale that supports a real supply need.
- Inspect the skill progress afterward, noting any limit message shown by the game.
- Use the next rank’s actual requirement before planning another transaction.
- Keep food, wages and transport needs covered while progressing.
Do not buy and resell unwanted goods just because a table predicts a fixed number of days. This guide does not publish a verified full XP formula, guarantee a minimum-time route or count Manager spending as player practice.
Separate trade access from a worthwhile price
Unlocking a higher-tier seller and getting a good deal are different questions. Compare the displayed price, available stock, travel and your own cash before making the purchase. District and vendor prices can change; an old percentage discount does not guarantee the lowest current cost.
If the goal is a required plant or ingredient, first use the plant alternatives or the procurement directory. Progression can continue alongside operation rather than becoming a forced detour.
Success is that the intended shop opens at the required rank and the needed item is actually available to buy. If the seller still rejects the rank shown on your screen, record the seller, tier, exact message and build instead of treating unrelated business progress as proof the requirement was met.
